I am Julie Frye-Mueller, a Republican candidate for SD House of Representatives in District 30. 
Our family owns and operates Roger Frye’s Paint and Supply, a long-standing business in downtown Rapid City. I have been a resident of the Black Hills area for over four decades and have been happily married to Mike for 32 years. We are the extremely proud parents of two married daughters, who have each given us a grandchild. As a concerned citizen, taxpayer, an experienced businesswoman, dedicated wife, mother and grandmother, I have a few issues of concern that I would like to address:  

Fiscal Responsibility
With 850,000 people in South Dakota, why do we need a $4 billion annual budget? How in the world does this happen with a conservative legislature? I can tell you how that happens – a lot of candidates all across this state (not to mention country) are campaign conservatives. After all, if they told you they would be voting for more taxes, adding government jobs, and promoting more handouts, you wouldn’t vote for them! 

Why is our state considering Medicaid expansion and not addressing Medicaid fraud? This will be yet another handout for able bodied men and women between the ages of 18 & 64. Really? So we are now in the business of creating free loaders? How is this even slightly affordable to us? Furthermore, how in good conscience can our many representatives in Pierre support this?

I understand there is a place for welfare as a temporary means, but it should not become a way of life as it has for so many people. I am also fine with drug testing of welfare recipients. Why should our hard earned tax dollars go to enable people to continue doing drugs that we are forced to pay for? 
Second Amendment Rights
I am an advocate for our Second Amendment rights. I support constitutional carry. 

Limited Government
I am an extremely active member of the group South Dakota Citizens For Liberty. We have been instrumental to give the citizens a voice and voters a choice in three referendums to stop tax increases in and around Rapid City. Ultimately, we succeeded and the people voted all three down: Rushmore Plaza Civic Center expansion, area schools opt out and finally the wheel tax in Pennington County. Did you know that the half-cent sales tax increase had an “emergency clause” attached in the language? That clause prevented us from referring it to the voters. Personally I believe it was planned to take it away from the people for a vote. I guarantee we would have gotten the signatures needed to refer it.

I have helped with 5 out of 6 statewide conferences to inform our citizens about the dangers of Common Core, what they are teaching to our kids and the agenda "the Left" has planned for their education. A group of us also started Citizens for Academic Transparency (CAT). We watch what the school board and schools are doing and promoting. It is not good. Anyone who wants to see some of the disgusting things we have found in school handbooks and surveys I will be happy to show you. 

I believe whatever your birth certificate states is the gender you are. The privacy and safety of all students matter, not just a few.

As citizens we are often shut out of our “representative government”, so I will fight for citizen friendly legislation. As an example, the Pennington County Commissioners hold meetings only during the day. HB 1232 was a bill that was written by a group of us to accommodate citizens who wanted to have a voice. These voices were silenced because many people were working during the day and could not attend meetings. Many of the decisions the County Commissioners make have a direct impact on us. I feel it is vital for citizens to have the opportunity to be heard. I will bring "We the People" bills to help fight for citizens of South Dakota.

Our legislators need to have enough backbone to not cave in to just what the leadership dictates. They need to remember that they are NOT there to do the governor’s bidding. Keep three separate branches of government! Our duty is to represent the constituents, not the executive branch.

I have always been an honest voice for South Dakota citizens. 
I would appreciate your support and vote on November 8th.

I know there are a lot of people out there who feel the same. 

 I love this state so much!
It's saddens me that our kids won’t have the opportunities we had. 

 South Dakota's spending is out of control, just like our Federal government. 
Kids that aren’t even born yet are in debt. How wrong is that? 

 Most candidates offer false promises of cutting debt. 

 Government has overreached its bounds 
and continues to come up with more ways to spend OUR MONEY.

I have been to Pierre to lobby on behalf of South Dakota citizens against the intrusion of our privacy. My husband and I have helped introduce bills to protect our privacy regarding all of our driver’s licenses. HB 1169 and SB 118 from 2012, HB 1186 from 2013, HB 1224 from 2015. (That scanned, electronic data base is now being held in France and our state knew about this yet would NOT work with us.) We helped FIGHT SB 38 and 43 from 2011 which helped set up our state for Obamacare. I have been an extremely active member of SD Citizens for Liberty (SDCFL) which is a proactive, issue driven group that researches bills. Several of us have gone to Pierre to lobby for good bills, lobby against bills which can negatively affect citizens, or introduce “We the People” bills, such as HB 1232 from 2016. For years, I have attended meetings and events around the district. My mission has always been to inform our citizens about different issues in our state. (Unfortunately, most issues are not good for us.) We have also worked with other members from SDCFL to introduce bills to STOP COMMON CORE and protect the privacy of students. Some of those bills are SB 62, SB 63, SB 64 and HB 1243; all from 2014.
